Yes, you can easily make the Quicklaunch stick to the left of your site and always stay there as you scroll down your content.
Put that in your Content Editor Web Part HTML Source Editor or apply it to your CSS to get the sticky quicklaunch on the left.

Some SharePoint controls show up under the Quicklaunch. For example the Metadata Navigation and the Filters. You might not be able to see them anymore or access them.
